The piece consists of a series of video projectors, mounted inside of winged housings. The projectors are hung from ball joints that allow them to sway in the wind. Electronic circuits transform the movements of the joint into different television tuning frequencies. The Video Wind Chimes project their images onto the ground displaying the part of the television broadcasting spectrum that the wind has currently tuned. As the lamp housing sways in the wind, the images oscillate between static and tuned television stations. The movement of the projection apparatus also causes he image on the ground to move, providing a dynamic perceptual space for observers.
